Commitment Ceremonies

I looked up "commitment ceremonies" on Google to see how the ceremony might differ from a wedding.
Does it simply mean "Wedding without official Marriage License"?
I can understand how certain couples may not wish to lose financial benefits they are receiving as single individuals.
Or, does "Commitment" have another meaning?
The commitment of Marriage implies two promises: Life-long partnership and Sexual Fidelity.
If your partner says, "Let's get married, but we won't really be married," what type of commitment is it?
That type of relationship is easy to back out of. No paperwork necessary. Thus, there is no actual commitment. Marriage IS the commitment.
Call me old fashioned, but if the meaning is unclear, then it has no meaning.
